Karen Smith, KB2UUC - Extra Class Operator!

On Saturday - February 12 - Karen Smith, KB2UUC, achieved her ultimate goal of gaining the Extra Class License - Element 4A (50 Question Written Exam). First licensed in May 1995 as a Technician Class operator and later upgraded to General Class License in July of 2000 she has kept herself very much involved in this hobby. Karen would be the first to tell you right up front that passing the Extra Class was no easy task. Seeing how she had little time of her own to study and with all the other assignments she handles for our club she still managed to get the job done. However, for those of us that know Karen there was never any doubt "if" she would pass this exam, it was more "when" she would.

Late last year Karen took her exam to become accredited as an ARRL Volunteer Examiner. Although she hasn't had time yet to volunteer her services with the ATVET Team she is looking forward to doing so in the near future. After her recent exam she quickly noted just how much she appreciated the efforts of Gerald Murray, WA2IWW and the ATVET volunteers. She explained how Gerry made her feel so comfortable and everyone was so upbeat. Now she has her sights set on returning something to this hobby and community by volunteering her services when she's able.

Again, all of us CONGRATULATE Karen and maybe this will put the spark in a few other's to get the study manuals out and go for that next license class. I believe there was mention about the "Karen Challenge" by a few of the repeater users on Saturday. Maybe we'll learn more details at the up coming monthly meeting or on the club's repeaters.

Feature:  ISS Crew Commander Addresses Litter, Space Station "Tilt" in Ham Contact...
(Mar 8, 2005) -- Littering the galactic highway and a curious International Space Station (ISS) "tilt" phenomenon were among topics ISS Expedition 10 Commander Leroy Chiao, KE5BRW, addressed in a ham radio contact with Bentley School in Oakland, California. The February 28 QSO with NA1SS was arranged by the Amateur Radio on the International Space Station (ARISS) program. Chiao opened the contact by greeting Bentley's students and teachers as well as his sister Sandy, who visited the school for the event. One Bentley youngster worried that space would becoming as polluted with trash as Earth. Chiao acknowledged that while rubbish is thrown from the ISS "every now and then," and even garbage went overboard from the now-defunct Russian Mir space station. But he assured the youngster that littering in space can be an acceptable disposal method

(Mar 7, 2005) -- Have you ever thought about writing for QST? If so, we'd like to hear from you! An informative Author's Guide is available on the ARRL Web site. We can mail you a hard copy in exchange for a self-addressed, stamped envelope to QST Author's Guide, ARRL, 225 Main St, Newington, CT 06111. While we will consider all articles directly related to Amateur Radio, we are particularly looking for concise articles (no more than 2500 words) written at a basic level that teach QST readers something practical. A few examples: How to get involved with a net; how to hit the road for a county-hunting expedition; tips for operating HF mobile; how to use beacons; how to select the best type of feed line, and how to organize a mini DXpedition. If you have some expertise in a particular area and a knack for writing clearly at a basic level, we want to hear from you. You need not be a published author to write for QST! (Mar 7, 2005) -- The Rotary Club of Midrand, Johannesburg, South Africa, will sponsor special event station ZS100RI in commemoration of 100 years of Rotary International, a global network of community volunteers. Rotary International President Glenn E. Estess Sr will inaugurate operation of ZS100RI on Saturday, March 12. The station will operate through February 2006 on all major modes on HF, VHF and UHF. Feature:  FCC Declines to Reconsider $10,000 Fine in Gerritsen Case...
(Mar 4, 2005) -- The FCC has denied a Petition for Reconsideration and upheld a $10,000 fine against briefly licensed radio amateur and alleged jammer Jack Gerritsen, ex-KG6IRO, of Bell, California. The FCC proposed the forfeiture last June after charging that Gerritsen had interfered with Amateur Radio communications. The Commission affirmed the fine in a Forfeiture Order last October. The following month, Gerritsen, who claims he's still a Commission licensee, wrote the FCC challenging the fine and its basis. The FCC turned away all of his arguments and suggested it was turning up the heat on Gerritsen, who now faces a total of $52,000 in FCC-imposed or proposed fines.

Feature:  Amateur Radio Emergency Communications Course registration...
(Mar 4, 2005) -- Registration for the ARRL Amateur Radio Emergency Communications Level I on-line course (EC-001) opens Monday, March 07, 2005, at 1201 AM EST and will remain open until all available seats have been filled or through the March 12-13 weekend--whichever comes first. Class begins Friday, March 25. Radio amateurs 55 and up are strongly encouraged to participate. Act now! This is the final year of the grant-subsidized classes! Thanks to our grant sponsors--the Corporation for National and Community Service and United Technologies Corporation--the $45 registration fee paid upon enrollment will be reimbursed after successful completion of the course. Feature:  BPL Reconsideration Petitions Filed; League CEO Says Court Appeal Probable...
(Mar 4, 2005) -- More than a dozen petitions for reconsideration have been filed in the wake of the FCC's October 14, 2004, Report and Order (R&O) adopting new Part 15 rules governing broadband over power line (BPL) deployment. They include the ARRL's Petition for Reconsideration, filed February 7. The FCC said this week that interested parties may file opposition comments ("opposition's") to the petitions within 15 days of the date of public notice of the petitions in the Federal Register, which has not yet occurred. Replies to oppositions must be filed within 10 days after the time for filing opposition's has expired. ARRL CEO David Sumner, K1ZZ, has expressed little confidence that the FCC will make any substantive rule changes in response to any arguments put forth in the petitions for reconsideration. In a March 1 interview with Marc Strassman of Broadband over Power Line World (BPLW), Sumner predicted that the BPL proceeding ultimately will wind up in court.

Feature:  ARRL National Convention in Dayton to Feature Forums, Faces...
(Mar 4, 2005) -- A slate of at least 10 ARRL-sponsored forums and activities will highlight the League's 2005 National Convention, held in conjunction with Dayton Hamvention Friday through Sunday, May 20-22. Even more are in the planning stages. In addition, ARRL EXPO 2005--a special area at Hara Arena where visitors can learn what the League means to Amateur Radio--will offer an opportunity to meet ARRL publication authors, view software demonstrations, find out more about DXCC, ARES, clubs and mentoring, the ARRL Education and Technology Program, youth activities, amateur licensing, product review testing, RFI, BPL and much more. ARRL Marketing Manager Bob Inderbitzen, NQ1R, now deeply engaged in planning activities, is eager to spread the enthusiasm about this year's ARRL National convention.

Feature:  Canadian national antenna policy report now available...
(Mar 4, 2005) -- Radio Amateurs of Canada (RAC) notes Industry Canada has released its Report On: The National Antenna Tower Policy Review. (French version). The review was led by David A. Townsend, professor of law at the University of New Brunswick, with the support and assistance of the National Antenna Tower Review Advisory Committee. RAC and individual radio amateurs in Canada provided input for the study. The objective of the consultation was to examine possible improvements to Industry Canada's existing antenna tower siting policies and approval procedures. The report contains 34 recommendations to Industry Canada, but only one specifically mentions Amateur Radio. Recommendation 19 states that Industry Canada "should ensure that a flexible and expeditious land-use consultation model is available for the establishment and operation of radio stations (such as amateur stations) likely to have only a modest and localized impact upon their surroundings. This model should set out both the rights and obligations of antenna proponents seeking antenna approvals from land-use authorities."


Feature:  The K7RA Solar Update...
(Mar 4, 2005) -- This week saw a quiet sun, which will be a frequent observation over the next few years. The average daily sunspot number was down nearly 31 points to 14.9, and average daily solar flux was off 21 points to 76.3. Planetary geomagnetic activity was down just slightly, and mid-latitude activity was just about the same as the previous reporting week.

Feature:  Germany, Spain announce recent changes in amateur regulations...
(Mar 3, 2005) -- Germany and Spain have recently announced changes in their Amateur Radio regulations. Some revisions stem from the outcome of World Radio Communication Conference 2003, which essentially left it up to individual countries to decide if they wanted to continue to impose a Morse code requirement for HF access. In Germany, the Deutscher Amateur Radio Club (DARC) reports that, effective February 19, there now are only two classes of Amateur Radio licence: Class A (formerly Class B and C) and Class E (formerly Class D). The new Class A works in accordance with the Harmonized Amateur Radio Examination Certificate (HAREC), T/R 61-02. It permits radio amateurs in participating European countries to go from one European nation to another and obtain a full license. (Note: The US does not participate in HAREC.) Longtime visitors or foreign residents with a CEPT license in Germany will be issued a German Class A license. The Class E license remains limited to VHF/UHF frequencies only, with the addition of 10 GHz, output limited to 10 W EIRP. There also have been some changes to the spectrum allocation at 1.8 MHz. The text of the new regulations, in German, is available on the DARC Web site. In Spain, the Union De Radioaficionados Espanoles (URE) reports two significant changes in Spain's Amateur Radio regulations, effective March 3: The Morse code requirement has been deleted to obtain a Class A (General) or Class C (Novice) license. Also, Class A (General) and Class B (Restricted) licensees now are allowed to use the band 50.0 to 51.0 MHz "under special and particular authorization."
